Project Intelligence Centre (concept)

A current, organised reference for progress, reports, research and project communications — publishing evidence, not animation ([BB p. 23, 25]).

What is it?
The dashboard/reporting concept for progress and measured impact.
Who is it for?
The public, stakeholders and authorised teams (separate private views).
Current status
Concept — no feeds are commissioned; every indicator shows an honest empty state
What evidence supports it?
Status labels + claims register; evidence links pending.
What can I do next?
Read the KPI dictionary and reporting chain; approved documents appear in the release programme ([BB p. 49]).

Headline cards — honest empty states

“Live” describes data freshness, not assurance ([BB p. 23]). A stale or failed feed shows a clear status and last valid period; missing data is never silently replaced with zero (D-02, [BB p. 23]).

Proposed reporting chain

Asset / meter / operator record → ingestion → validation → calculation → reviewer → approved publication → optional independent assurance. Forecast, target, measured and assured values are published in distinct labelled views ([BB p. 23]).

Dashboard specification — a reviewer must be able to reproduce any published indicator from retained source records and the calculation version (D-02).
Dashboard elementSpecification ([BB p. 23])
Headline cardsEnergy generated/saved, water recycled, carbon avoided, waste diverted, biodiversity, green area, students, residents and jobs
Boundary / periodDistrict or phase; reporting dates; operational vs construction scope; date/time of refresh
Method drawerFormula, source, baseline, factor version, exclusions, uncertainty and quality status
Trend / comparisonComparable periods and units; annotated scope changes; downloadable approved series
ExceptionsMissing data, estimated intervals, incomplete meter coverage and corrections are visible
Assurance / accountabilityNamed responsible team, review date, assurance scope/report where available

KPI dictionary — units, boundaries & owners

KPI dictionary ([BB p. 24]) — proposed definitions. Values and targets are populated only from approved project records.
Indicator / unitCalculation and boundaryOwner / reporting control
Renewable generation / kWhMetered generation within approved asset boundary; import/export/storage treated separatelyEnergy lead; meter calibration and monthly reconciliation
Energy saving / kWhComparable approved baseline minus actual adjusted demandEnergy lead; weather/occupancy adjustment and baseline version
Water recycled / m³Measured reused treated water; distinguish treatment production from delivered reuseWater operator; meter coverage and reuse-quality evidence
Carbon avoided / tCO₂eEligible activity × documented emission factor versus stated baselineESG lead; methodology, factor year, exclusions and uncertainty
Waste diverted / tonnes and %Verified eligible diverted mass / total scoped waste generatedWaste operator; manifests and consistent denominator
Green area / m² or %Approved GIS-defined landscape class / stated land boundaryLandscape lead; distinguish protected, planted, permeable and roof area
Trees / habitatSurviving trees by cohort; habitat area/condition by survey methodEcologist; survival, season and survey limitations
Students / residents / jobsDefined enrolled, occupied or FTE/headcount categories at stated dateOperator/HR; aggregate only, with no personal data
Green finance allocation / ₹Eligible expenditure allocated within approved financing ledgerFinance lead; financing cap, reconciliation and no double allocation
Service satisfaction / %Defined feedback sample and period; disclose response rateCommunity lead; voluntary, anonymised feedback

Data-quality vocabulary ([BB p. 24]): Target | Forecast | Measured—provisional | Reviewed | Independently assured | Incomplete | Stale. Measurement status and assurance status are different dimensions. Household/student figures are aggregated to prevent re-identification.

Documents & downloads

Every downloadable document carries an owner, classification, revision, publication date and accessible summary; private project documents are excluded from public search, caches and AI retrieval (D-04, [BB p. 25]). No documents are approved for publication yet — download entries are <PLACEHOLDER>.

Document lifecycle: draft → specialist review → legal/claims review → approval → published current version → superseded archive or restricted withdrawal; a report used in an investment decision is never silently overwritten ([BB p. 25]). Construction progress needs a defined basis, certifier and reporting date; a drone image is visual evidence of a date and location, not proof of completion ([BB p. 25]).
