Green finance — eligible allocation & impact
The approved framework and the evidence of eligible expenditure and environmental benefit are
explained before any allocation is claimed ([BB p. 36]).
What is it?
The public explanation layer for the proposed green-finance framework.
Who is it for?
Stakeholders evaluating the project's environmental-finance approach (education only).
Current status
Concept — proposed GBP-aligned framework; no framework document is published here
What evidence supports it?
Status labels + claims register; evidence links pending.
What can I do next?
Read the ICMA basis note and module plan; verified allocation/impact reporting arrives with the approved programme ([BB p. 48] gate).
ICMA basis ([BB p. 36]). The Green Bond Principles are voluntary process guidance. A proposed GBP-aligned framework addresses use of proceeds, project evaluation/selection, management of proceeds and reporting. The approved framework and relevant external review would be published when they exist; an ICMA reference is not certification, credit rating or a financing guarantee.
Framework modules — none is populated; no amounts, allocations or proceeds are shown.

Potential categories — criteria required
Renewable energy, energy efficiency, eligible green buildings, water/wastewater, clean mobility,
circularity/pollution prevention and ecosystem projects are assessed against the actual framework. General
land acquisition, all education expenditure and every smart feature are not automatically
green ([BB p. 36]).
Allocation discipline ([BB p. 36], F-06). Allocations stay within eligible expenditure and financing proceeds; loans, bonds and token-linked instruments are reconciled to prevent double allocation; project/credit risks are shown beside environmental benefits. No allocation is claimed on this page — the unit of future reporting (₹ within an approved financing ledger) is defined in the KPI dictionary.
Evidence: <PLACEHOLDER> — finance lead: financing cap, reconciliation, no double allocation ([BB p. 24]); approved evidence register pending (as-of 06 Oct 2026).
